ABOUT THE JOB
We are now looking for an experienced and confident HR specialist who wants to contribute to Lycksele Municipality's attractiveness as an employer.
In Lycksele Municipality, we want to provide our managers and employees with the best possible conditions. The HR unit works across the municipality to analyze and develop HR processes and to support and educate internally on HR issues. The HR unit's area of work is broad and covers areas such as work environment, rehabilitation, labor law, negotiation, recruitment, competence development, pension issues, payroll processing, and salary issues, etc. In addition to the HR manager, the unit consists of payroll administrators, HR officers, and HR specialists. We are now looking for an HR specialist who can work both operationally and strategically at the organizational, group, and individual levels.
In this role, you as an HR specialist will have a central and advisory role where you provide qualified support to managers in personnel matters and HR processes. You will work both operationally and consultatively with personnel matters and contribute with specialist knowledge in labor law, work environment, and rehabilitation. The role involves many points of contact and requires a good ability to handle complex and sometimes sensitive situations. The work also involves administrative tasks; in addition to case documentation, it includes system administration, development of governing documents, educational materials, and decision support.
YOUR PROFILE

We are looking for someone with a relevant university or college education, or equivalent work experience that the employer assesses as equivalent. For the role, good knowledge of labor law (LAS, MBL, AML) and collective agreements, preferably those related to municipal operations, is required. You should also have experience in leading difficult conversations, developing governing documents and educational materials, conducting training, and driving development work. Therefore, we prefer that you have at least 3–5 years of current experience in HR or as a manager.
You have good digital competence and are used to administering and working in various systems, as well as using the Office suite in your daily work. It is advantageous if you have experience from digital systems related to work environment or rehabilitation. A B driver's license is required for the position.

You thrive in dialogue and collaboration with managers, employees, colleagues, and other internal and external partners. You communicate clearly, are attentive, and professional in your approach, which helps create trust and constructive solutions. You are meticulous and analytical and express yourself well in both speech and writing.
